Unitary poll results: residents vote for two councils

Somerset residents have voted by a clear margin to replace their existing councils with two new unitaries rather than one.

Two rivalling proposals for the future of local government in Somerset are currently being assessed by the Ministry for Housing, Communities and Local Government (MHCLG).

A non-binding poll was organised by the four district councils, the results of which were made public on Monday afternoon (June 7).

These results will now be sent to communities secretary, Robert Jenrick MP, ahead of a decision in the summer.

The poll – run independently by Civica – allowed every resident in Somerset the chance to vote, either by post or online, between the two competing visions for how the county should be run from 2023 onwards:

One Somerset, backed by the county council – which involves the five existing councils being abolished and replaced with a single unitary council, with more power being devolved to local community networks and parish councils

Stronger Somerset, backed by the district councils – which will see the five existing councils replaced with two unitary councils (one for the east, one for the west)

Just over 111,500 votes were cast out of just over 436,600 eligible voters – producing a turnout of 25.6 per cent, around five percentage points lower than the recent police and crime commissioner elections.

The final count saw 72,561 votes for Stronger Somerset (65.3 per cent) and 38,547 votes for One Somerset (34.7 per cent), with 481 spoiled ballots.

By district, the results were broken down as follows:

Mendip: One Somerset 31.1 per cent, Stronger Somerset 68.9 per cent

Sedgemoor: One Somerset 35.9 per cent, Stronger Somerset 64.1 per cent

Somerset West And Taunton: One Somerset 38.3 per cent, Stronger Somerset 61.7 per cent

South Somerset: One Somerset 33 per cent, Stronger Somerset 67 per cent

In a joint statement, the four district council leaders said the result sent “a crystal-clear message” to the government and defended both the cost of the poll and how it was conducted.

They said, “There are potentially significant changes ahead for local government in Somerset that will affect residents’ services and their quality of life for decades to come. We believed it was important that the residents of Somerset were given a proper say in their future in a simple and democratic way.

“We put our faith in the voters of Somerset to make up their own minds by organising a local poll, independently-run and verified, while others took every opportunity to discredit the poll and to stifle debate.

“The government claims they had thousands of responses to their consultation, but they cannot say for sure how many came from Somerset residents. More than 111,000 residents have now had their say in this poll – that’s a huge number and cannot be ignored.

“We thank everyone who has voted in this poll. Their voices must now be taken account of in the decision-making process.”

Somerset County Council said the Stronger Somerset proposals would not meet the government’s criteria for any new unitary body.

A spokesperson said, “We have been clear from the outset that this was a deeply flawed, biased and expensive exercise. Residents, businesses and other organisations that are key to local government services in Somerset had already had a well-organised and accessible opportunity to make their views known on this matter – through the government’s official consultation.

“The Secretary of State will now make his decision of which proposal best meets the three tests he set out in his invitation to submit proposals for local government reorganisation in the county: a unitary council should improve local government in the county; the proposal should command a good deal of local support in the round; and a unitary council should have a population between 300,000 and 600,000.”

Robert Jenrick is expected to make his decision on which proposal will be implemented before the Parliamentary summer recess begins in late-July.

  • Local Jewish resident speaks out about living in fear

A local woman has spoken out about living in fear as a Jewish resident in Frome, saying many in the town’s Jewish community have been hiding their identity amid a rise in antisemitism.

The resident, who is remaining anonymous for safety reasons, told the Frome Times she felt compelled to share her experience and support the local Jewish community. She said the rise in antisemitism has been fuelled globally by the conflict between Palestine and Israel, and emphasised that Jewish people in Frome are separate from the conflict.

“I wanted to say something about what has been the experience of people who are Jewish in Frome,” she said. “I want to call out for people to stop because whatever people might feel, we are just residents of Frome who are Jewish who want to go about our lives and join in with the community; we are not part of the conflict.”

  • Frome Festival launches fundraising campaign with special concert

Frome Festival is launching a fundraising campaign to raise £25,000 before next year’s festival, kicking off with a special concert featuring three locally based acts.

The campaign, ‘25 for 25’, celebrates a quarter of a century of the festival being at the heart of Frome’s creative community, with events throughout the year. All monies raised will support growing the organisation, developing an education strand and maintaining its programme of free and low-cost activities.

The campaign will launch on Saturday 29th November at The Tunnels with local acts including Tom Moth, folk duo māsa and a new soul/funk collective, The Juice.

Tom Moth, harpist for Florence + The Machine, said, “I enjoy crafting sounds using various acoustic and electronic devices, so whilst the harp will be involved, the performance won’t strictly be a harp recital.”

Tom, who moved to Frome a couple of years ago, said, “I love that there’s such a welcoming and proactive creative community. It seems like there’s always something happening, whether it’s a gig, an exhibition, or community-based activity.”

  • New kitchen showroom opens in former Shoe Zone premises

A brand-new German kitchen showroom has opened in Frome town centre in the former Shoe Zone premises which had been empty for ten years.

Kutchenhaus Frome – a 1,100 sq. ft showroom showcasing the latest in German kitchen innovation and forward-thinking appliances – has been opened by Frome residents Rob Cash and Becky Haynes.

Rob is well-known locally as a volunteer Scout leader, and both he and Becky are actively involved in supporting community life in Frome.

Kutchenhaus Frome will feature four kitchen displays, one bathroom area and two consultation desks. Appliances from NEFF, Bora, AEG, Bosch, Quooker, Blanco and Caple will all be on display.

This will be Rob’s third Kutchenhaus showroom, following the success of Kutchenhaus Bristol (opened 2017) and Kutchenhaus Bath (opened 2020), bringing a fresh and complementary offer to Frome.

  • Town council votes temporary increase chair’s allowance

Councillors at Frome Town Council have voted to give the Chair Cllr Fiona Barrows a temporary rise in her monthly allowance for the next six months due to increased workload.

The £3,750 increase means Cllr Barrows will receive an additional £625 per month, which will come from general reserves, until April 2026. Councillors unanimously agreed to the rise at the full council meeting on Wednesday 29th October.

Allowance

Until May this year, no Frome town councillor had received extra income for the leader role. When Cllr Barrows became Chair of the Council, a £15,000 allowance was introduced for this year. It was introduced to cover lost earnings, as the role is estimated to require 2.5 days of work per week.

With the temporary increase, Cllr Barrows’ total allowance as Chair for the year will rise to around £18,750, reflecting the extra duties she is taking on.

  • Frome’s Remembrance commemorations this weekend

Frome will mark the 80th anniversary of the end of World War II with special commemorative events this weekend, including a festival of remembrance, war grave walks, archive film screenings and a 1940s cinema night.

Events will start on Friday 7th November with a ‘Frome Festival of Remembrance’ at the Memorial Theatre, which will include original video interviews with past Frome veterans and music led by children, Frome Musical Theatre Company and Frome Town Band.

The evening will finish with a Drumhead Ceremony and Act of Remembrance with standards of the Royal British Legion, Royal Naval Association and Royal Air Force Association.

On Saturday 8th November, there will be three war grave walks starting at the Memorial Theatre at 9.45am. A reading of the Roll of Honour of the fallen of World War Two will take place at the Memorial at 11am. At 2pm in the Assembly Rooms, the premiere of a series of Frome amateur archive films taken between 1939 and 1945 will be shown.

In the evening at 7pm at the Memorial Theatre, formerly known as the Grand Cinema, there will be a film showing of the epic 1942 Noël Coward film In Which We Serve. Tickets cost £5 and 1940s costume is encouraged.

The weekend will then end with the town’s annual Remembrance Parade on Sunday 9th November at 10.55am at Frome Memorial Theatre.

  • Classical rising star to perform at Rook Lane Chapel

A top classical musician is due to perform at Rook Lane Chapel as part of the next Frome Concerts Group autumn shows.

Kasparas Mikuzis, a Lithuanian pianist, has been selected as a ‘Rising Star Under 30’ by ClassicFM. He is set to perform on Sunday 9th November at 3pm and will last around one hour.

Chair of Frome Concerts Group, Mary Gatliffe, said, “We are thrilled that Kasparas is coming to Frome. He has played prestigious venues such as the Wigmore Hall in London and the Royal Concertgebouw in Amsterdam but now he’s here in Frome.

  • Council plans to close path through Packsaddle Fields

A pathway through Packsaddle Fields is planned to be closed by Somerset Council to support a developer in obtaining planning permission, a move heavily criticised by local campaign group People for Packsaddle.

The site, on Frome’s northern edge, has been owned by the council since 1973. The public has been able to use a permissive path across the land, which is allowed at the council’s discretion and is not a legal right of way.

Somerset County Council decided to dispose of the land in March 2022, with an Option Agreement signed with developer LiveWest in July 2022. The developer submitted plans for 74 homes and a specialist home for children with disabilities in 2024, which were refused by the planning committee in January 2025. An appeal was dismissed in September, and the developer has indicated it will launch a legal challenge.

  • Frome woman makes major step toward England para-surfing team

A Frome woman with a physical disability has taken a step closer to representing the England para-surfing team after achieving a top international qualification, following two heart attacks last year.

Kay Millar, a full-time wheelchair user living with limb paralysis and arm weakness, travelled to Spain to complete her ISA international surfing classification, a year earlier than expected, thanks to sponsorship from Frome Rotary.

The trip allowed her to observe elite competition, connect with coaches, and map out her future training plan. She is now being supported by Team England coaches.

“Surfing has become more than a sport for me; it’s a lifeline,” said Kay. “For someone with a busy brain and a harsh inner critic, the waves are the only place I feel calm, capable and completely in the moment.”

Kay has long faced barriers to accessing sport and has faced multiple health setbacks over the last two years.

  • Resident campaigns to restrict children’s smartphone use

A Frome resident is campaigning for parents to be more aware of the dangers of smartphones and social media use among children as part of a UK-wide movement.

Cordelia Fellowes, an independent youth mentor, is an ambassador of the Smartphone Free Childhood movement, which is a nationwide parent-led campaign which advocates delaying children’s smartphone access until 14 and social media access until 16.

Parents are encouraged to sign the ‘Parent Pact’ and join others in their area in pledging to delay their children’s device use. The pact has 158,300 signatures nationwide.

“97% of 12-year-olds own a smartphone now,” said Cordelia. “The main goal of this campaign is to put pressure on tech companies to improve parental restrictions on phones because most children can get around them. We also want to put pressure on governments to ban phones in schools.”
