Issue 307 – Parking charges are here to stay

Despite bold warnings from traders that high parking charges in Frome could spell the death knell for Frome’s town centre, Mendip District Council is standing by the increase in charges it has imposed.

The district council’s cabinet reviewed the recent changes to parking charges at a meeting on Monday 9th August, deciding to make only one minor alteration in Frome.
Mendip District Council has decided to reintroduce parking for longer stay visitors to the South Parade car park, between the hours of 9.00am and 4.30pm. No other changes have been made in any of Frome’s six other car parks managed by the district council.
The district council’s car parks working group has reported that two months after the new tariffs were introduced, the usage in all bar two of the car parks, Badcox and South Parade, has increased.
A cabinet report states, “The ‘all day’ parkers in Frome are migrating from Cattle Market to Merchants Barton and North Parade. The turnover in the shorter stay car parks has increased both in number of users and revenue but the exceptions to this are Badcox and South Parade.”
However this is little consolation for local traders who say that the charges are crippling town centre trade.
President of Frome’s Chamber of Commerce, Martin Short said, “We are still very concerned about the level of car parking charges in the council controlled car parks in Frome.
“It may well be the case that the Market Yard car park has been used more over the last three months but other car parks in the town are still very much under used and the traders in the town are still feeling the impact of the public’s reaction to the new tariffs.
“We still have a situation in the town in which many car parking spaces are not being used during the day because shoppers are preferring to go to out of town supermarkets which have free parking and to neighbouring towns such as Westbury, Warminster, Trowbridge, and Bradford On Avon which have either free parking or lower car parking charges, and the Frome traders are finding it very difficult to compete with this.”
At the meeting on the 9th August, cabinet members were briefed on the findings and recommendations of the car parks working group. The group’s report states, “Whilst a considerable amount of feedback had been received from the public, there is always resistance to change when new car park prices are implemented.”
At a meeting of the East Mendip Community Partnership on Tuesday 3rd August, the Chamber or Commerce presented the councillors with a petition signed by 600 customers complaining about the current car parking charges.
Martin Short said, “It is clear to the Chamber of Commerce from our members that customers are still being put off from coming into the town and the chamber had asked Mendip District Council to see what could be done to bring in at least some element of free car parking – even if it was half an hour or an hour in car parks, to help to attract customers into the town.
“Certain district councillors said at the meeting that car parking charges are not set in stone and the chamber would like Mendip District Council to keep the charges under review.”

South Parade car park

Now that the district council has reintroduced long stay parking at The South Parade car park, it will now cost £4 to park there for up to four hours, or £5 for the whole day (though disabled users can park for free between 9.00am and 4.30pm).
The cabinet report said, “The arrangements in South Parade were put in place to allow each space to be sold for local residents’ permits. All permits have been sold but the usage of this car park is significantly lower than expectations.
“The residents who hold permits for this car park are very happy with the arrangements but local businesses and traders feel that this car park is now unavailable for their patrons whilst being empty during the day. Disabled visitors to this area of Frome have found the two hour maximum stay to be restrictive.”

Ways forward

Mendip District Council says it will continue to review the car parking charges. The last two meetings of the East Mendip Community Partnership have focussed on the car parking charges in Frome.
Claire Hudson, chair of the East Mendip Community Partnership told the Frome Times, “We had an excellent car parking discussion at the East Mendip Community Partnership in June when Vision for Frome facilitated the discussions. Lots of ideas were generated and compiled into an excellent paper that has been submitted to Mendip District Council for consideration.
“At Mendip’s most recent car park working group the members were reviewing the changes made to the charging system earlier in the year, and took all views about parking in South Parade into account, and are changing the charging system there again. The East Mendip Community Partnership /Vision 4 Frome document has not yet been fully discussed by the car park working group, but I am confident it will be in due course.
“In the meantime however, the East Mendip Community Partnership discussed parking again at its August meeting, and came up with two car parking items we will take forward and discuss in more detail at our September meeting; these are providing an element of free parking for half an hour in designated bays in the town centre for people who want to nip in and out, and the possibility of providing a special permit or voucher system, at low cost, to enable people to park in town centre car parks for a specified period of time. I am sure it will be a really interesting discussion and hope local people will come along and give their views.
“As a Liberal Democrat opposition councillor I am committed to working with local community groups and residents to find the best ways of charging for parking in our car parks, but obviously can only make recommendations to the Conservative Cabinet at Mendip. I hope this will change next May, with a Liberal Democrat administration taking charge and implementing fairer parking charges.”

  • Share your views on the Key Centre

An initiative inviting people to share their views on the Key Centre is set to run over a fortnight. 

The ‘listening fortnight’ will take place at the Key Centre from 27th April to 8th May, gathering feedback on the facility and ideas for what else people would like to see in the space.

People can take part by filling out an online form via My Frome, completing a paper form at the Key Centre or speaking to staff during drop-in sessions.

On Saturday 2nd May, a drop-in session at Tower View play area will run (time to be confirmed), where people can complete a short survey or speak to the team. Frome Town Council’s Engagement Officer Liz will also be based at The Mount and in the Key Centre on most days throughout the fortnight.

Frome Town Council took over the Key Centre, a former Sure Start centre on The Mount, in 2025 as part of devolution from Somerset Council. The building has been refreshed, rebranded and is now regularly used by local community groups and organisations, including an armed forces outreach group, a family law clinic and Purple Elephant’s youth club.

  • Maxïmo Park to play Cheese and Grain

Indie rock icons Maxïmo Park are bringing their 20th anniversary show to the Cheese and Grain.

The band will perform at the venue on Tuesday 16th June, celebrating 20 years since the release of their Mercury Prize-nominated album A Certain Trigger.

The show is part of a series of special one-off shows, where the band “gives a fresh perspective” to the album, which includes iconic songs Apply Some Pressure, Graffiti and Going Missing.

Lead singer Paul Smith said, “Not many bands make it to a 20th year together so we’re having a big celebration, with a special 20th anniversary tour and by giving a fresh perspective to A Certain Trigger. 

“Our first album remains dear to so many people and compiling archive material for the reissue has been like entering a time machine - thrilling but also a bit scary. Happily, we think the music has more than stood the test of time and the tour, where we’ll revisit many of the beloved older songs, will be a joyful experience for both us and our audience.

  • Ideas needed to revitalise Market Yard

Residents are invited to share their ideas to revitalise the Market Yard.

Frome Town Council wants to transform Market Yard, creating an attractive gateway to the independent businesses in the town centre and a welcoming space in its own right.

The council is welcoming all ideas, from ambitious new projects to small improvements that could make a difference.

Some residents have already shared suggestions, ranging from more planting and litter-picking to a new riverside amphitheatre and a shipping container food court.

Events and activities for the Market Yard and surrounding cultural venues can also be proposed.

  • Residents join action day for nature

Residents campaigning to protect a local green space from development joined a National Day of Action for Nature, Parks and Green Spaces with a community coffee morning.

People for Pack-saddle hosted the event on the public footpath beside Packsaddle Fields on 18th April to highlight the importance of the site.

The group was one of more than 100 groups across the country taking part in a show of unity for the natural world.

A spokesperson for People for Packsaddle said, “The national event aimed to send a message to politicians that nature, parks and green spaces should not be destroyed by development of any kind and that a deregulation agenda, which puts short-term development ahead of the living landscapes on which health, wellbeing, and the future of wildlife depend, is unacceptable.”

  • Petition for Frome bypass traffic lights after multi-vehicle collision

Residents are urging Somerset Council to install traffic lights at the A361/A362 junction on the Frome bypass, which saw a multi-vehicle collision last week. 

A van and three cars were involved in a collision at the junction, where two people were taken to hospital with injuries on Wednesday 15th April.

Following the incident, a resident launched a petition urging Somerset Council to install traffic lights at the junction as a solution to improve safety.

The call comes after five fatalities on the Frome bypass in the last five years.

The resident said, “Installing traffic lights at this junction is a practical and effective solution that could drastically reduce the risk of accidents and improve the overall traffic situation. Traffic lights would provide clear right-of-way instructions, helping to alleviate the confusion that currently plagues this area. The absence of traffic lights here causes confusion and increases the risk of collisions, particularly during peak hours when traffic volume is high.”

  • Coat of Hopes arrives in Frome during nationwide climate pilgrimage 

A patchwork coat highlighting the climate emergency has been walked into Frome as part of a nationwide pilgrimage around Britain. 

The Coat of Hopes began its journey in 2021 to the United Nations Climate Change Conference (COP26), and has travelled more than 2,150 miles. As it moves from place to place, people are invited to sew and add new patches sharing their hopes for the places they live.

The coat will remain in Frome until 4th May after arriving at St Mary’s Church on 17th April, where it was welcomed by the local Earth Choir before being walked to Christ Church on Monday 20th April.

The coat has been brought to Frome by local woman Wren Shackleford, part of Edventure’s Everyone Needs Pockets clothing and textiles reuse network. She helped carry the coat from Dorset into the town.

  • Bowls club launch new season with open afternoon

A bowls club in Victoria Park is hosting an open afternoon this Sunday 26th April for anyone to try the game.

The event will start at 2pm at Frome Park Bowls Club and is open to anyone who would like to meet members, play and find out more about bowls.

President Steve West said, “You will be made to feel very welcome. Please wear flat soled shoes or trainers to allow you to go onto the green. This is a free event so what have you got to lose, please give it a go.”

Frome Park Bowls Club has just begun its outdoor season, with members looking forward to a busy programme of games and competitions, including a full fixture list of league and friendly matches this summer.

  • Frome councillor jailed for climate protest shares experience

A Somerset councillor representing Frome who was jailed for his part in a climate demonstration on the M25 has spoken about his time in prison, the impact on his family and the uncertainty of an ongoing appeal.

Mick Dunk, who represents Frome’s West Ward for the Green Party, was sentenced to 26 months in prison for climbing a gantry on the M25 during a 2022 demonstration organised by Just Stop Oil.

He recently served two months in custody, and nine days on remand at HM Prison Wandsworth in 2022, and is now awaiting the outcome of an appeal of sentence while subject to a curfew and electronic tag until July.

Speaking to Frome Times, Mick, who is in his 70s, said he was locked in a cell for up to 23 hours a day while held at HM Prison Wandsworth.

“It was bearable initially when I was sharing a cell with someone who was a co-defendant. The cells are tiny, you get a bunkbed, there’s a toilet at one end and a window high up which you can’t see much out of,” he said. “We weren’t even allowed out at all one Sunday because they didn’t have enough staff, so you are just locked up for 24 hours of the day, that’s not great.”

  • Cat cafe opens in Frome

A cat cafe has opened in Frome, offering visitors the chance to enjoy the presence of rescue cats in a relaxed cafe setting.

Puss in Books has opened on Christchurch Street West and is home to two rescue cats, Toast and Marmalade.

The cafe officially opened on Tuesday 14th April, with around 90 people visiting on the first day.

Founder and manager Scarlett Moyle said, “It’s great to be open. The cats are doing well. They are still settling in and exploring. They are content and not anxious, which is good.”
