Easthill to become asset of community value?

A green space in Frome could be secured as a community asset in a bid to prevent a new housing development on the site.

Mendip District Council’s cabinet voted in early-November 2020 to build more than 160 new homes across five sites in a partnership with Aster Housing – including up to 77 homes on the Easthill site on the A362 Warminster Road.

The council agreed to ‘pause’ the Easthill proposals in late-November following a backlash by local residents and environmental campaigners.

These residents – led by the Friends of Easthill Field – are now pushing for the site to be declared an asset of community value, allowing locals an opportunity to buy the land ahead of any new development.

Under the Localism Act 2011, the community can invoke a six-month moratorium on the sale of any asset of community value.

They can use this time to put together an alternative bid to purchase the land on the open market in order to prevent unwanted or uncharacteristic development.

Simon Bishop from the Friends of Easthill Field said, “We are applying for the land to be an asset of community value because Easthill Field is used and treasured by the community, many of whom have written movingly about their memories of the field and what it means to them.

“It is an open green space that is currently, and has been historically, used to benefit the social, mental and physical well-being of the local people.

“Recent events where trainee gravediggers destroyed part of this priority habitat has reinforced our belief that the field will only be safe in the hands of the community.”

Photographs surfaced on social media in late-January showing part of the Easthill site having been damaged by trainee gravediggers, who the council claimed dug in the wrong place due to a “communication error”.

Campaigners undertook a litter pick in the field on Tuesday (February 16), including the area which had been damaged by this activity.

Group member Nicola Player said, “When we went to inspect the damage after the gravedigger incident, we noticed how much plastic and other rubbish had blown in from the road and the cemetery and thought it didn’t look very loved.

“Our litter-pick is just one way we are working to maintain the beauty of Easthill for everyone who enjoys coming here.”

Frome Town Council, the Somerset Wildlife Trust and the Woodland Trust have all given their support to the Easthill conservation proposals.

An update on the council’s social housing ambitions came before a virtual meeting of its scrutiny board on Monday evening (February 15).

Julie Jackson, the council’s performance and improvement officer, said the council was aiming to move forward with as many of the housing schemes as possible to deliver new homes by 2023.

She said in her written report, “Work has progressed in relation to tranche one of the programme, with agreement being given for two sites in Street and one in Glastonbury to be transferred to Aster Housing, subject to planning consent.

“A decision in relation to the transfer of the site at Easthill in Frome has been paused pending further review.

“The potential of other sites across the district is being explored, including informal dialogue with a range of potential providers.”

Nick Petts, representing the Friends of Easthill, said the council’s approach to development had to change in light of its climate emergency declaration.

He said, “Climate and ecology can’t come second to asset management. Financial decision-making has to change to reflect the seriousness of the crisis.

“Easthill presents the council with a perfect opportunity to put its climate objectives into practice – to protect the biodiversity, habitats, natural processes and carbon stores we already have.

“This site only needs to be protected from development in order to contribute substantially to Mendip and Somerset’s ecology and climate emergency strategy.”

Theresa Padland asked about the impact which the coronavirus crisis had on the future of the site, including the length of the ‘pause’ agreed by the council in late-November 2020.

She said, “We appreciate that Covid is affecting the running of the council, and wonder if the pandemic has affected the timeline of the pause.

“Which groups or bodies is the council engaging with in order to find alternative brownfield sites, and are other areas in Mendip being considered?”

Councillor Chris Inchley, who chairs the scrutiny board, said the group would receive a full written response on this matter.

The council’s asset of community value panel will meet to discuss the status of Easthill on Wednesday (February 24) at 4pm. The meeting will be live-streamed via the council’s website.

The Crysse Morrison Prize for Poetry returns for its fourth year, with submissions now open ahead of a prizegiving ceremony on Tuesday 7th July.

Celebrating the life and legacy of writer and poetry champion Crysse Morrison, the annual competition continues to inspire poets of all ages and experience levels from across the UK. A passionate supporter of Frome Festival, Crysse was renowned for her writing and her dedication to encouraging poetry within the local community.

Poets are invited to submit their work via the Frome Festival website, with cash prizes awarded to the top three entries, as well as a separate prize for the best local poem. The overall winner will also receive a unique handmade silver lapel pin in the shape of a writing quill, specially created and gifted by local jeweller Christina Oswin.

  • New nursery planned at Frome’s Key Centre

A new nursery could open at the Key Centre in Frome as the town council looks for a childcare provider to run the facility.

Frome Town Council is inviting experienced childcare operators to apply to deliver year-round care for children from birth to four years old to meet growing local demand for nursery places in Frome. There is also the possibility of offering wraparound and holiday care for older children.

The nursery would be based in a purpose-built space at the Key Centre, with indoor and outdoor areas, a fitted kitchen, office and toilets. Providers would also be able to access the Key Centre community garden and cabin by arrangement.

Cllr Lisa Merryweather said, “Good Early Years provision provides a crucial foundation for children for their future education and a nurturing safe space for them to learn and grow."

  • Volunteers spot 11 bat species in Frome

More than 60 volunteers recently spotted 138 bats across 11 species at the Big Bat Count in Frome.

Divided into 11 teams, volunteers received basic training and an introduction to the recording equipment from Somerset Bat Group at the town hall before heading out to a variety of locations across the town.

As in previous years and as expected, common and soprano pipistrelle bats were the most frequently observed species in Frome. These were followed by sightings of serotine and noctule bats.

Volunteers also identified greater horseshoe bats during the count, a species of significant conservation interest, although only one observation has so far been formally confirmed.

  • Frome woman completes 1,000-mile cycling challenge across the UK

A Frome resident has completed a 1,000-mile cycle from Land’s End to John O’Groats, raising money for a life-saving air ambulance charity. 

Naomi Crosby wanted to complete the challenge before turning 75 in July.

She finished the journey from Cornwall to Scotland in 14.5 days, supporting the Dorset and Somerset Air Ambulance Charity with £700 in donations collected along the way.

“It is one of the classic trips that a lot of cyclists set their hearts on doing,” she said. “Looking back, I actually really enjoyed it. I may not have said that at the time but the single-mindedness of it is really nice. Every day I got on my bike and cycled for about eight hours. Then I’d stop, eat and rest and do it all again. It is just wonderful.”

  • Vallis Farm launches a summer programme of nature and gardening workshops

Local residents are being invited to swap screens for soil this summer as Vallis Farm in Frome launches a new series of workshops exploring gardening, gut health, crafts and life outdoors.

On Saturday 13th June there is a No Dig Veg Growing workshop designed to introduce people to the principles of no-dig gardening and share how healthy soil can produce abundant vegetables while supporting biodiversity and soil health.

The farm is also hosting a Gardening for Your Gut Day Retreat on Saturday 27th June which  focuses on the links between healthy soils, food, gut health and wellbeing and the day includes guided walks, conversations around the microbiome, a fermentation workshop with Alex from Somerset Kraut and Kimchi, and a seasonal lunch made using produce from the farm.

  • Frome charity ‘devastated’ after vehicle theft 

A charity in Frome has expressed its shock after one of its vehicles was stolen and later found burnt out in a local field.

Fair Frome, which runs the town’s food bank and furniture bank along with other services for people in need, reported that its white Ford Transit 350 was stolen from Oakfield Road between 10pm on Tuesday 19th May and 6am on 20th May.

A van matching the description, which the charity uses to deliver furniture to residents, was later discovered burnt out with the engine removed on 21st May on farmland off Frome Road between Frome and Nunney, according to police.

Following the incident, the community has rallied to show support for the charity.

  • Mystery art installation appears at Packsaddle Fields

An art installation that appeared at Packsaddle Fields recently has sparked mystery among residents, weeks after Somerset Council fenced off the land.

The installation appeared at the site and remained in place for around a week. Signed ‘Packsy’ – an apparent nod to anonymous street artist Banksy – it featured a mannequin of a man in boxer shorts with the Somerset Council logo covering his face. The figure was shown pointing towards a woman sitting in a chair holding a baby.

The words ‘money talks’ and ‘dirty cash’ were written on the mannequin’s leg.

One resident from the Packsaddle area, Denise, said the installation seemed to represent someone in authority telling the woman to leave the field.

  • Film screening on female downhill skateboarding

A documentary sharing the story of female skateboarders’ courage, friendship and self-discovery will be screened at the Merlin Theatre.

‘Woolf Women: Now or Never’ will be screened on Thursday 18th June. The screening is being hosted by Frome Skatepark Project (FSP) and Frome Town Council, and is raising funds towards the creation of a new skatepark at Mary Baily Playing Field in 2027.

Organisers say, “Following five young women on an epic journey across Europe to the ancient Sumela Monastery in Turkey, the film is part skate adventure, part road trip and part celebration of friendship, courage and pushing yourself beyond your limits.”

  • 100-year-old Frome oak tree saved from axe despite damage to nearby home

A 100-year-old oak tree in Frome has been saved from being chopped down following a decision by Somerset Council.

The tree lies within the back garden of an address in Collett Way. The property’s resident applied for permission to remove the tree (which has been subject to a tree protection order since 1989), claiming that it was responsible for subsidence in her garage and conservatory.

But Somerset Council has refused the request, arguing that the tree has “outstanding amenity value” and that removing it could actually worsen damage to the property.

The resident’s agent said that there was ‘clear evidence of subsidence-related damage’ to the property, including sloping and cracking to the garage floor and ‘significant cracking’ to the external and internal walls of the conservatory.
