Have your say on revised plans for more than 1,700 new houses in Frome

FROME residents are being asked to give their views on amended proposals for more than 1,700 new homes at the southern edge of their town.  

Outline plans were submitted in August 2021 for the Selwood Garden Community (SGC), which would see green fields between the A361 and the southern edge of Frome transformed into a substantial new community.

A decision on the initial plans, which also promised to deliver new employment sites, a primary school and other facilities, was delayed in April 2022 after National Highways raised concerns about how the development would affect the capacity of the A36 between Frome and Bath.

Revised proposals were put forward by Land Value Alliances in September 2022, relocating the homes planned on the southern side of the A361 – proposals which were branded “all sizzle and no steak” by campaigners.

The developer has now put forward further changes aiming to improve the site’s environmental impact – with Somerset Council expected to make a decision on the plans by the end of the year.

Of the 1,700 homes proposed for the site, 30% will be affordable—the equivalent of 510 homes—which will be a mixture of social rented, shared ownership and other low-cost options. 

The development will also include a local centre and community hub (which will include shops, restaurants and offices), more than 25,000 sq m of employment space, two residential care homes (providing a combined total of 105 beds), a 420-place primary school, playing fields, allotments, orchards and new pedestrian and cycle routes.

As part of the development, improvements will also be made to the Beckington and White Post roundabouts, widening several lanes and installing new high-friction surfacing  to slow traffic down on the approach to both junctions. 

The amended plans make numerous changes to the planned ‘green infrastructure’ within the site, including:

• Relocating the planned orchards and allotments within the site to prevent bat commuter corridors from being disrupted  

• Planting more woodland to encourage bats further and extending a planned bat corridor to the new primary school  

• Removing an all-weather pitch near the primary school and a grass pitch within the riverside park following feedback from Sports England  

• Potentially reducing the heights of residential buildings near the school  

• Delivering the new nature reserve south of the A361 sooner, within the phasing of the development

A spokesperson for Grassroots Planning (representing the developer) said, “While there has been a small reduction in the quantum of mitigating habitat for horseshoe bats, the area still represents a significant net gain over the existing conditions on the application site, such that the proposed development should be judged as having a beneficial effect on local populations.

“The removal of the proposed all-weather pitch will be replaced with off-site contributions, which will fund improvements to pitch facilities at Frome Rugby Football Club and Frome Town United Football Academy.

“These mitigation measures have been agreed with Sport England and have been calculated to provide the same benefit in respect of pitch provision as the all-weather pitch and grass pitch that has been removed.”

Andrew Edwards, who lives in Frome, said there had been a “blatant disregard” by the applicant of expert advice regarding the archaeological impact of these homes, and questioned whether any of the new community benefits would actually be delivered.

He said, “It is time to name and shame the chartered archaeologists that work for these property developers since nothing else works.

“The professional archaeologists, such as Robert Croft at Somerset Council, are not listened to – neither are the representatives of the Somerset Archaeology and Natural History Society (of which I am a member).

“The references to the primary school, care homes and other infrastructure needs to be removed because the property developers never complete these infrastructure projects in Frome.

“At the site where the Persimmon Homes estate was built above Asda, Frome was supposed to have a primary school and a new bridge; neither of these were ever attempted and neither will be built.”

The local group opposed to the development, Stop SGC, met to discuss the revised application last week.

They say, “This is the same problematic ‘master-plan’ we have opposed from the start. Once again, we encourage you to log your objections.”

Somerset Council is expected to make a decision on the plans later in the year. Given the scale of the application, it is expected this decision will be taken in public by its planning committee east (which handles major applications within the former Mendip area).

  • Rotary clubs help fund new goalposts

Three new goalposts have been installed at Frome Town United Football Club, thanks to support from two Rotary clubs in Frome.

The new goalposts have been jointly funded by the Football Foundation, along with donations from the Rotary Club of Frome and Frome Town Rotary Clubs, to support access to football for the club’s youngest players, aged 12 and under, across 19 teams, including three girls-only teams.

Frome Town United Chairperson Shaun White said, “We’re hugely grateful to the Frome Rotary Clubs for their generosity. These new goals will directly benefit hundreds of children, especially our younger age groups, and help us continue to grow inclusive football for boys and girls across the town.”

  • Extra performance added to Frome pantomime

Due to popular demand, Frome Musical Theatre Company have added an extra performance to their run of this year’s traditional family pantomime ‘Jack and the Beanstalk’. 

The show will run at Frome Memorial Theatre from 28th December to 3rd January, this includes a relaxed performance on 31st December. 

Organisers say, “When Jack’s poor family exchange their dear cow Buttermilk for some magic beans, the unimaginable happens. The tiny beans grow overnight into a magnificent beanstalk. Jack bravely climbs the beanstalk, high above the clouds, to a magical land ruled by a greedy giant. Jack and his friends set out on a quest to rescue the young Princess held captive in the giant’s castle and save the village."

  • Remember loved ones with Tree of Remembrance

The annual Tree of Remembrance has been erected outside Rook Lane Chapel and residents are invited to make a donation to the Frome Lions Club in memory of a loved one or memorable cause.

Each light on the tree will remember someone or a cause. Donors will receive a personal acknowledgement and the names and causes will also be displayed on a dedication board at Rook Lane until early January.

All donations to the tree will be used by the Frome Lions Club to support an appeal by RUHX, the official charity of the Royal United Hospital Bath foundation trust, to install a new PET-CT scanner.

  • Frome Home Bargains store approved

A discount retailer will be coming to Frome and creating more than 100 local jobs after plans were approved by local councillors.

Home Bargains has been given full planning permission by Somerset Council, to be developed on commercial land near Frome’s Sainsbury’s, despite local concerns about traffic congestion on the neighbouring roads.

Mendip District Council granted outline planning permission in July 2020 for 235 homes and commercial premises either side of Sandys Hill Lane, near the town’s Sainsbury’s supermarket and McDonald’s drive-thru among other businesses.

  • Residents encouraged to support Frome this Christmas

A comedy thriller named one of the Telegraph’s Top 50 Christmas shows is coming to the Merlin Theatre this Christmas.

  • Frome Poppy Appeal raises over £48,000

Frome’s Poppy Appeal has raised over £48,000 in donations this year.

The funds were collected by volunteers manning stalls in local supermarkets selling poppies, as well as through donations from local businesses, organisations and schools.

Frome and District Poppy Appeal organiser Richard Aspray said, “We had many kind volunteers, as well as several local organisations, supporting us this year. I would like to thank all of our volunteers, as well as the supermarkets, businesses, organisations and schools that took part in this year’s appeal.”

The money raised goes to the Royal British Legion, which provides lifelong support to the UK’s armed forces, including serving personnel, veterans and their families.

Frome Society’s winter programme of 12 fortnightly Saturday afternoon lectures continues on 13th December with a talk by David Sutcliffe on Cecil Sharp: Collector of Folk Songs and Dances.

Cecil Sharp was a leading figure in the Edwardian Folk Revival, collecting hundreds of songs and dances that were fast disappearing at the time.

Organisers say, “As well as folk songs and sea shanties, he rescued Morris dances, sword dances and country dances and contributed significantly to our stock of Christmas carols, including discovering the tune for The Holly and the Ivy that we sing at Christmas.”
