Town Council’s ‘ambitious and flexible’ plan for the difficult year ahead

FROME Town Council has set out both its work programme and budget for the year ahead.

They report, “It reflects our ambition to build an inclusive, resilient and participative community, a thriving local economy and a clean, happy and healthy town. The work programme includes promoting civic pride  and supporting events and projects inclusive of all residents

“As well as looking after 65 acres of parks and open spaces, 7 play parks, and the Town Hall, the work programme sees a substantial portion of the budget continue to be spent on supporting local communities and local organisations.

“This is largely through grants and the People’s Budget and sees £178k distributed in this way.   Community development projects generally sees a further £69k.  These projects enable the community to  support themselves.

“A good example of this work is the Neighbourhood Networks group which sprung up as a result of the pandemic and that now seeks to support community groups through actions that they decide and deliver.

“The Children and Young People’s area of work has also identified the need for an information service for families and so this year will see the launch of the new Family Connect information service designed to address this need.”

Mayor, cllr Anita Collier says,  “As a town council we must acknowledge that Frome, as everywhere, has had really a difficult year and this looks set to continue in the short term.  There will be more people struggling economically and more people suffering with mental health problems, not to mention the direct impact of Covid-19.

“We need to be proud of our town and the way it has responded to this crisis so far, recognise its strengths and continue to build on that.  The relationships and networks that have been forged, in the voluntary, community and businesses sectors, have been amazing and their success needs to be supported and celebrated in creative and enabling ways.

“We will continue to strengthen those connections, through projects and events represented in our work programme, that bring people together, promote civic pride and that add to the rich fabric of our town.  This will benefit not only our local economy but our well-being as a community.”

In addition, Frome Town Council has renewed its commitment to fighting the climate emergency which this year will be supported by the National Lottery grant that has been received along with Frome Medical Practice and Edventure Frome.

That project will focus on making homes warm for families and reducing fuel poverty through Healthy Homes by prescription and a new scheme, cycling by prescription.  They will also continue to take the lead on mitigating the impacts of the climate change emergency and ensuring Frome is carbon neutral by 2030.

Within the budget there’s also been a need this year for two additional budget lines:  one which will be used to support further losses or expenses around the Covid-19 pandemic; the other which identifies funding for new projects as they arise.  This will build flexibility into the budget and enable the council to react quickly should new opportunities or crisis arise.

Cllr Anne Hills, leader of the council said, “This work programme is about consolidation and the strategic vision of this work programme is clear; Frome works together to get things done, is a town where people look after each other, where they continue to check in on their five nearest neighbours, where we shop locally to make the best use of the town’s resources.   Our work programme represents FTC as part of that community in an enabling role, actively being part of the town we live in.”

The budget increase needed to pay for the ambitious work programme means that over three quarters of council tax payers in Frome will pay £1.16 extra per month or less.

  • Young Frome rider buys dream bike after saving for three years

A young motorbike rider in Frome says he is “over the moon” after saving for nearly three years to buy his dream off-road Yamaha motorbike.

Ed Price, 11, purchased a Yamaha TTR 125cc copy after putting aside all the money he earned doing chores and helping his mum deliver the Frome Times.

“Ed knew that even after buying the bike, it would still need a lot of money for day-to-day running,” said his mum, Victoria.

Before helping with the paper round, Ed had already saved £400 but knew he needed more to buy a suitable bike. After months of searching, a Yamaha TTR 125cc copy — a small off-road bike designed for young riders — came up for sale just down the road.

  • An evening with BBC Radio star Jeremy Vine

BBC Radio broadcaster and national treasure, Jeremy Vine is coming to Frome to talk about his extraordinary life on the airwaves and the murder mystery inspired by his career.

Jeremy will be in conversation with fellow BBC Radio broadcaster, BBC Bristol and Somerset’s Andy Bennett, at the Merlin Theatre in Frome on Saturday 21st June at 7.30pm.

Jeremy is a lifelong Agatha Christie fan and his latest novel ‘Murder on the Airwaves’, is an engagingly twisty murder mystery set in Sidmouth, on the South West coast.

The action centres on Edward Temmis, a down-and-out DJ who has fallen on very hard times. But when Edward’s devoted listeners start dying in murderous and mysterious ways, it’s more than just his career on the line.

The event is being hosted by Winstone’s Hunting Raven Books. Copies of the book will be on sale and there will be a book signing at the end of the event.

Tickets are £15 each. Book online at www.bit.ly/jeremyvinefrome or via the Merlin Theatre Frome www.merlintheatre.co.uk or 01373 465949 (Box Office open Monday to Friday 10am until 12noon).

  • Pod Youth Club expands in newly renovated premises

The Pod Youth Club has relaunched and expanded its services after moving into a newly renovated youth centre in Frome.

After 12 years of running a bespoke youth club for children with additional needs, The Pod Charity – which supports young people and adults with additional needs – has relaunched its youth club service in the Vallis Youth Centre on Vallis Road.

The youth club is aimed at 8- to 17-year-olds and runs on Tuesday evenings during school term times and has had a significant waiting list for places.

However, with the new premises now open, the charity says there is no longer a waiting list to join the youth groups which run from 5.15pm to 6.45pm and a second group runs from 7pm to 8.30pm.

  • Wild about Frome – What’s the point of wasps?

A column by Frome Wild Bunch

Sometimes people wonder, ‘What is the point of a wasp?’ When we talk about wasps, most of us think of the black and yellow striped social wasps, disrupting picnics at the end of summer, homing in on that jam sandwich!

However, wasps are genuinely beneficial to our gardens: they have a role as pollinators, they are effective pest controllers and also scavengers of both fruit and carrion.

There are about 9,000 species of wasp in the UK: Buglife says that ‘these include the parasitic wasps, some of which are so tiny, they can barely be seen without a microscope. 250 of these are the larger wasps which have a stinger. Only nine of these are social wasps, which form large colonies.’

Only queen wasps (of social species) overwinter, seeking out shelter in sheds, trees and on one occasion, in my sock that was on the washing line! (Not a good outcome for either of us!) As the weather warms, she will emerge to feed and seek a suitable location in which to build her nest, often using outbuildings, roof spaces, animal burrows underground, or hollow trees.

  • Four-year-old girl raises vital funds for charity in Victoria Park challenge.

A four-year-old girl has taken on a fundraising challenge to raise nearly £500 for a local community meal service, inspired by her friendship with children and families who rely on it.

Iris Wyatt completed the challenge on Friday 23rd May by cycling and scooting nearly two miles around Victoria Park, completing five laps to raise money for Fair Frome’s Food @ Five service. The initiative provides hot meals three evenings a week for families in need.

Supporting Iris, friends and family cheered her on during the challenge, with her two best friends cycling alongside her for the final lap. When they crossed the finish line, they all celebrated with ice cream.

Iris said, “The challenge was really hard but I think it’s good that Fair Frome now has lots more pennies.”
