Local MP under fire for vote against free school meals

LOCAL MP David Warburton has been criticised for voting against the Labour motion to offer free school meals during holidays until Easter 2021. 

Last week, MPs rejected the motion to make free school meals available outside term time to eligible pupils for the next six months, including over the Christmas and Easter holidays by 322 votes to 261, sparking widespread criticism.

Demanding that the Conservative MP, David Warburton, explain the reasons behind his vote, local resident, Scott Ward, who is also a Frome town councillor said, “Frome is rich in projects like Fair Frome, Food at Five and the two community fridges we have here. (One of which was the first of its kind in the UK) but yet we face a very real and bleak future that includes food poverty, just like villages, towns and cities all over the country so I find it shocking and disheartening that the UK government would use its majority to vote against this vitally needed motion.

“I have also invited Mr Warburton to visit Frome and meet some of the families that access the above services and explain his reasons to them.”

Mendip District councillor for Frome College ward, cllr Adam Boyden said, “This means children in Frome, Somerton, Castle Cary and across the whole constituency could go hungry these holidays without further help. Local charity Fair Frome’s foodbank and holiday hunger project are likely to be under additional pressure and could do with everyone’s support.”

However, David Warburton MP, has defended his decision, explaining that he belives that extending the scheme further is not the best way to “combat” food poverty and “all of the negative consequences that flow from that.”

And the MP has instead highlighted the support offered to families by the government through its welfare schemes and funding.

The government has also come under fire from professional footballer Marcus Rashford, who this year successfully forced a government U-turn on free school meal vouchers for eligible pupils over the summer holidays.

And the Manchester United star is again calling on the government to change their minds again – a campaign backed by local charity Fair Frome.

Chair of Fair Frome, Bob Ashford, told Frome Times, “With the support of the local community Fair Frome does everything it can to help families and individuals in the town who struggle to make ends meet. 

“We fully support Marcus Rashford’s campaign to extend free school meals to every school holiday.”

Over the weekend, Fair Frome has put together a plan to provide meals for children during the Christmas holidays, but says it will rely on public help and generosity to carry out the scheme. However, there continues to be criticism and anger at the lack of support from the local MP, David Warburton.

MP responds

Frome Times asked the MP for his response to the criticism, which is produced here in full,  “Firstly, I must say that as a former teacher and having grown up in a council house with a single-parent family, I’m fully aware of the terrible trap of food poverty – and the very real social injustice it represents. And I know that for many of the 1,806 children (at the last count) who are eligible for free school meals in Somerton and Frome, they represent not just much-needed food but the ability to learn on an equal footing with others. So I approach all debates and legislative proposals on this topic with enormous seriousness.

“But, to be clear, the debate on Wednesday was not on substantive legislation designed to make a difference to the lives of vulnerable children, but was an Opposition Day motion. These are purely symbolic and designed to signal political differences. Of course, that’s not a criticism as such – both parties do the same when in opposition – but a recognition of the fact that this was about signalling more than providing targeted assistance.

“Of course, when schools were forced to close at the inception of the Covid pandemic, the government did agree to roll-over the provision of free school meals to eligible families from March to September – and over £380 million worth of vouchers were redeemed in supermarkets across that period. 

“Given that children were not at school – and it was then unclear when they would be able to return – it was absolutely right to provide that consistency at a time when families needed as much certainty as possible. Everyone’s ability to plan ahead has been hugely compromised by the pandemic, and where the government is able to provide a binding ligament of certainty, it should, of course, do so. With children now back at school, those eligible for FSMs (free school meals) are once again receiving them in their proper setting.

“While I do believe that the earlier extension was essential, I don’t believe that extending it still further is the best way to combat, or even significantly ameliorate (the very real problem of) food poverty and all of the negative consequences that flow from that. 

“Northumbria University and Healthy Living UK conducted a recent study which suggested that the usual benefits to the most vulnerable children that come from FSMs were significantly reduced by substituting the voucher scheme for the usual in-school delivery. According to this study, 35% of eligible children skipped a meal during the period of the voucher scheme, with 45% eating fruit less than twice a week and consuming an average of ½ a portion of vegetables a day. So if an extension of the voucher scheme is not the answer, what is?

“In the motion this week, there was no alternative proposed as to how this scheme could be improved to help those who need it most. Any direct alternative would need to be a mix of cooked meals delivered in schools that remain open outside of term-time or some form of food parcel. But who would be responsible for the cost and distribution of cooked meals or food parcels? How would the additional costs of staffing be covered? Will teachers and/or support staff be required in school during the holidays? How easy will it be to renegotiate staff contracts?

“The motion before the House simply called for a blanket extension of the existing scheme to last until Easter next year and very possibly beyond. That the state should provide free meals for millions of children for 365 days a year. And, of course, I understand (and share) the urgent moral impulse to provide support to those children in need – but the question is how best to do so. I don’t believe what was proposed is the best way to achieve the improvements every right-thinking person would want.

“There are two alternatives. One is to continue (and extend, as we’ve been seeing this week) support through other avenues. An extra £9.3 billion has been put into Universal Credit to support exactly those most in need (with the average household receiving an increase of £1,040, plus an additional £53 billion which has been spent on Furlough (to the end of October Half Term). Also, local authorities have received an extra £63 million to get food to those most in need – an initiative praised by the Trussell Trust. 

“And, again this week, we’re seeing more support delivered through the changing of thresholds within the furlough scheme and new grants for businesses in areas affected by local lockdowns. Alongside this, I do think it may be worth looking at how the Department for Education’s Holiday Activities and Food programme (which ran this summer) could be expanded in order to provide more carefully targeted support where gaps in provision exist, and I will be in touch with Ministers in the coming days to make that case and see what can be done.

“So the question is not whether we should provide help, but how we ensure that help is actually effective. That’s the question on which I’ll continue to focus in the coming days.”

A book-themed evening with bestselling author Libby Page is set to be hosted by a Frome book shop.

Winstone’s Hunting Raven Books is hosting an event at The Assembly Rooms on Thursday 12th February. There will be a discussion with Libby Page about her new novel, ‘This Book Made Me Think of You’ and what it’s like to run an independent bookshop.

  • School pays tribute ‘passionate and dedicated’ teacher

A tribute has been paid to a much-loved maths teacher at Selwood Academy who died last month.

Andrew March, who died on 25th January from cancer, was a teacher for 27 years and worked at Selwood Academy for eight years. He was known for his infectious enthusiasm for mathematics, his love of sport, and his infamous collection of over 200 ties.

The school flew its flag at half-mast in his honour.

A tribute issued by Selwood Academy said, “Andrew was not just someone who worked in this school; he was someone who helped shape it. As a passionate and dedicated mathematics teacher, Andrew brought an infectious energy, clarity, and genuine enthusiasm to his subject. His love for problem-solving extended far beyond the classroom, reflecting a rare talent for untangling complexity and making mathematics accessible and engaging for every pupil.

“Sport was a very big part of Andrew’s life and that of his family; wife Nichola and his two sons Rory and Will."

  • Strong start for cancer charity’s urgent fundraising appeal

Frome-based cancer counselling charity We Hear You (WHY) has raised 24% of an urgent appeal to keep the charity open.

WHY needs to raise £55,000 by 31st March or it faces the risk of closure. It has so far raised £13,500 since the appeal launched at the start of the year.

The charity, based on North Parade, works across the region, offering counselling to people living with cancer and other life-threatening conditions, as well as family members, close friends and those who have been bereaved.

Chief Executive Officer of WHY, Lucy Kitchener, said, “Thanks to the generosity of our community, we’ve now reached 24% of our £55,000 target – an encouraging start, but we still have a long way to go to secure the future of WHY’s free and low-cost specialist support for people affected by cancer and life-changing conditions.”

  • Rotary and Lions raise over £19,000 for local causes.

More than £19,000 has been raised for local causes by Frome Lions and Rotary’s Santa Float during the festive period.

The 50-year-old tradition saw volunteers make 21 trips on 17 nights and three afternoons over the three weeks running up to Christmas, visiting Frome and surrounding villages while facing heavy rain and high winds.

The float travelled 75 miles across its route, with the 100 volunteers involved walking more than 1,100 miles in total.

This year’s collection set a record of over £19,000, with 12.5% coming from contactless and online donations. The funds will be used by Rotary and Lions to support welfare and community projects in and around Frome.

Richard Lines, President of Frome Rotary, which celebrated its centenary last year, said, “In the 100th year of Rotary in Frome, it is fantastic that Santa’s long-running traditional visit to Frome goes from strength to strength. With over 100 volunteers coming out from Rotary and Lions, we were delighted to be joined by staff from Rotary’s new Corporate Member, Wainwright’s, as well as other groups from around Frome.”

  • Kindness Festival to return for fifth year.

Frome’s Kindness Festival will return in March for a fifth year, inviting the community to eight days of fun, creativity and connection.

Led by The Good Heart, the festival is set to run from Saturday 14th to Saturday 21st March with music, poetry, talks, exhibitions, walks, workshops and joyful gatherings, creating space for connection, reflection and hope all through a prism of kindness.

This year, the festival is also teaming up with Window Wanderland, transforming the town with a week of colourful window displays inspired by the theme of ‘Hope’, turning Frome’s streets into a shared canvas of optimism and imagination.

  • Submissions open for Frome film festival.

Film makers are being invited to enter the Frome International Climate Film Festival, which is now in its fifth year.

The festival is welcoming submissions from Somerset and the South West as well as films from around the world. Entries close on 12th February.

Director and festival creator James Godman said, “We are looking for films to inform, to inspire, to educate and to help people to change and to engage with nature and the environment.

  • Park Ward by-election candidates confirmed.

The candidates in February’s Park Ward by-election for Frome Town Council have been confirmed.

Dawn Denton (Conservative Party), Grace Harper (Independents for Frome) and Richard Pinnock (Liberal Democrats) are standing in the by-election on Tuesday 10th February.

The election follows the resignation of Max Wide from the town council in November last year.

The poll will be held at Frome Town Hall on Christchurch Street West between 7am and 10pm.

A talk on the Dorset Museum and Art Gallery will be given on 7th February at the next Frome Society Saturday afternoon lecture.

Frome resident Claire Dixon is Executive Director of the Dorset Museum and Art Gallery in Dorchester. She will give a talk about the museum, its collections, and its recent major transformation and extension, funded by Lottery grants, into the modern museum it is today.

Organisers say, “Founded in 1846, the museum covers the county’s history and environment. Its neo-Gothic building was built in 1881 and was designed to house the museum’s enormous collections. But collections grow and in 2016 the museum launched its vision to extend its historic building and bring all its collections under one roof for the first time. Transformation on this scale takes time and the museum was closed from October 2018 until May 2021, the Covid pandemic hindering the process of rebirth.

  • Local child’s case prompts MP to campaign for medical cannabis access.

Frome MP Anna Sabine is campaigning for clearer NHS access to medical cannabis for children after a young constituent with life-threatening epilepsy has had to pay almost £60,000 for privately prescribed medication.

The MP raised the issue during Prime Minister’s Questions on Wednesday 14th January, highlighting the case of Clover, who suffers uncontrolled seizures if left untreated. She called for a dedicated NHS pathway and properly funded clinical trials to ensure all children can access treatment regardless of family circumstances.

“35,000 children, including my constituent Clover, live with uncontrolled, life-threatening epilepsy,” the MP told the House of Commons. “Those who can afford it are already benefiting from prescribed medical cannabis, yet families face endless delays, confused trials, and a Home Office process designed for criminal misuse, not healthcare.”
