Mayor’s Special Report – Police Activity Update

I SPENT an interesting morning recently talking to Sergeant Rachel Clark and new Beat Manager in the Rural Team, PC Toni Lines, about the work they do and about what’s going on in Frome.

Rachel is one of Frome’s popular characters, well known for her amazing fundraising work with WHY, as well as for her police work. One of the most crucial things she wants to emphasise is how important it is to report every single incident, no matter how small. Every time someone phones in to the police with a concern, it can be charted by them so that if there are particular types of behaviour being reported, or if a particular area is being targeted, they can clearly see the patterns and request extra resources to manage it.

Please don’t ever think you’re wasting police time and please don’t ever think they’re not interested. Frome’s Neighbourhood Policing Team is passionate about keeping people safe and are keen to stress that they’re always approachable. I’ve often seen videos on Facebook of thieves in action that have been captured on CCTV, calling for information from the public. That’s great, but please remember to also tell the police.

The following contains up-to-date reports on activity in and around Frome from Sergeant Rachel Clark, and Chief Inspector Sharon Baker, Mendip & South Somerset and a clear explanation of exactly when to use 101 rather than 999.

Report from Sergeant Rachel Clark

Street Drinking – 

Frome Town Centre

Frome Neighbourhood Policing Team (NPT) receive a number of reports regarding people drinking alcohol in Frome town centre. We remain committed to dealing with such reports. As a result of the reports received, we have taken a proactive approach to deal with these issues. We have increased patrols in the area and continue to engage and educate individuals located. The town centre is covered by a Public Spaces Protection Order which means a person in a restricted area who fails to stop consuming intoxicating substances when directed by an authorised person or who fails to surrender intoxicating substances in their possession to an authorised person commits an offence.

 Numerous S.34 Dispersal Orders have been put in place in recent weeks, as a result of which two people have been arrested and are due their day in court. Frome Neighbourhood Policing Teams have also been conducting joint patrols with enforcement officers from Mendip District Council, who can also enforce the PSPO. Alongside this, Frome NPT have engaged with numerous businesses in the town centre explaining what to do if they witness any anti-social behaviour, and we are also working with local supermarkets in order to combat the street drinking issue. We continue to encourage members of the public to continue to report incidents of anti-social behaviour in the area via 101 or online via the force website.

 Anti-social behaviour – Frome Town Centre

Frome NPT have received numerous reports of vehicles driving anti-socially in the Market Place, Cork Street, Waterloo, Henley Way, and Cheese and Grain areas of the town. We remain committed to dealing with instances of anti-social behaviour and as a result of the reports, we have taken a proactive approach to the issue, we have enhanced our patrols in the area and continue to engage and educate individuals in these areas.

 We have handed out ASB diaries to residents of Henley Way, Frome, so we can obtain patterns of behaviour in order to conduct targeted patrols in the area. Vehicular anti-social behaviour can be dealt with by way of a Section 59 Police Reform Act 2002 Warning which can lead to seizure of vehicles. Again, we encourage members of the public to continue to report incidents of anti-social behaviour in the area via 101 or online via the force website.

 Arson – Castle Street

In the early hours of Wednesday 30th September (around 4am) there was an arson attack on a vehicle in Castle Street, Frome. House to house and CCTV enquiries have been conducted by officers in and around the location and hi-visibility patrols will continue to form part of our response to this incident. 

“Frome NPT continue to deliver reassurance in the area by way of strategic placement of the community contact vehicle which has been deployed numerous times following the incident. Crime stoppers have been informed and have got funding for 5 days of Facebook campaigning through their own crime stoppers Facebook page. Crime stoppers are also running a campaign which offers up to a £1000 reward for any information that leads to the identification of a perpetrator. 

“We ask members of the community to continue to remain vigilant and report any suspicious activity that you witness in and around the area. My team are working around the clock to ensure reassurance is provided in the area. Our activity around this problem will not cease until the problem stops, I can assure you. 

“Our difficulty does surround resources, the fires are very, very sporadic, sometimes months in between and always in the early hours when our resources are at their lowest. I have just secured some Police funding for a deployable camera and we are working towards this being sorted as soon as possible. 

“We are urging anyone with any info to come forward. We are also addressing the schools and the YMCA in the chance that someone’s brother, sister, relative knows something.

 Affray – Marston Lane

We are continuing to investigate a suspected affray in Frome that happened on Monday 5th October. We were called at approximately 4.45pm to reports of a man in possession of a machete at a property in Marston Lane. A suspected imitation firearm was also reportedly seen. 

“A man in his 30s suffered minor injuries. He did not require hospital treatment. Armed officers attended the property, but the man had left before they arrived. The police helicopter was used to assist with a subsequent area search, which proved negative. 

“Although our investigation is at an early stage, we believe this to be an isolated incident involving individuals known to each other. There is no evidence at this stage to suggest a wider risk to the public. Efforts to find the offender are ongoing and enquiries are continuing.

 Other issues/campaigns

Community Speed Watch (CSW)

Following a temporary stoppage caused by the Covid-19 pandemic, CSW has restarted in the town. Our co-ordinator continues to deliver sessions at the following locations: Styles Hill, Berkley Road, Warminster Road, Bath Road and Culverhill.

Our CSW coordinator continues to appeal for volunteers for CSW and is in the process of creating a new scheme at the Clink Road, Frome. Frome NPT actively engage with CSW and join them on their sessions where appropriate.  Team news

Frome NPT continues to evolve and as such we have had some comings and goings from the team. PC John Gould has retired from the service after a sterling 25 years serving the communities of London and Frome. Inspector Julie Denny has also taken over the reins of the team, replacing Inspector Mark Nicholson who moves to a new role in Weston Super Mare. PC Vittoria Radaelli has also joined the team, Vittoria is new to the force and is Frome’s first Police Now candidate (direct entry graduate).

Contact us and social media

There are numerous ways to follow and contact the team. Our force website has a dedicated section for Frome Town which contains information about the beat, the members of the team, and has a contact form should you have any issues you would like to raise. The team also uses social media, we have profiles on both Facebook (PCSO Russell Ford) and Twitter: (@ASPMendip). We use these profiles to connect with the community. During the pandemic we have introduced Facebook Live beat surgeries, something which we will continue to deliver in the future. Again, following a break due to the Covid-19 pandemic, we have once again started to hold face-to-face beat surgeries. These have primarily been held in the Police Post, Frome, or the Community Contact vehicle, which is a vehicle (Ford Transit van) that can be used by all teams across the Mendips to engage and interact with people in different locations. All Beat surgeries are advertised across our social media platforms. 

 Report from Chief Inspector Sharon Baker

Your local neighbourhood teams took part in a week of action to increase awareness and disrupt County Lines in our area. (In the United Kingdom, county lines drug trafficking is the practice of trafficking drugs into rural areas and smaller towns, away from major cities. Traffickers recruit vulnerable children, including children in pupil referral units who have been excluded from school, as drug dealers.)

The following is a local flavour of what we did in Mendip and South Somerset;

• Search warrant at a premises in Yeovil with drugs, money and phones seized

• Worked with British Transport Police on the trains between our towns to identify young or vulnerable people travelling who may be susceptible to being exploited

• Visited well over 100 places of work, schools and businesses to raise awareness of County Lines, so they knew what to look out for, and what to do if they were worried about someone

• We identified those at risk of being targeted, those exploited before, we visited them with other partner agencies too, making sure all safeguarding was in place, and signposting to help on offer

Additionally, I am pleased to say that we successfully bid for extra funding for our area from the Government Surge Funding, aimed at helping us tackle serious violence.   This will mean additional pro-active activity in the coming months, a new mobile CCTV camera for the Mendip area, Youth Outreach in Yeovil, and additional funds to focus on getting more civil orders and injunctions on those causing us most harm.

 Police facts for 101

What is the 101 number for?

In an emergency always dial 999 – when somebody is in danger, a crisis is in progress, or a suspect is nearby.  101 is a national phone number to contact your local police any time if it isn’t 999. 101 is available 24 hours a day, 7 days a week.

Call 999 if you or someone else is in immediate danger or if the crime is in progress.  Call 101 to contact the police if the crime is not an emergency. You can also contact Crime stoppers to report a crime anonymously.

101 is available 24 hours a day, 7 days a week. You should call 101 if you want to talk to your local police officer, get crime prevention advice, or report a crime that does not need an emergency response, for example: if your car has been stolen or your property has been damaged.

Calls to the non-emergency number 101 from landlines or mobile phones cost 15 pence, regardless of the length of time you’re on the phone or the time of day you call.

Can I call the police department to report a problem and still remain anonymous?  Yes, you can. There is no requirement to give your name or address when making a call to the police department.

Crime stoppers UK is an independent crime-fighting charitable organisation in the United Kingdom.  Crime stoppers operates the 0800 555 111 telephone number, allowing people to call anonymously to pass on information about crime.

There is a text and email messaging service for NON-EMERGENCY calls,  information is on the Avon and Somerset website. The text service also fills a critical need by enabling better access to non-emergency services for citizens who are speech or hearing impaired.

As things go, we are still a friendly, community-minded and safe town, but we need to keep it that way.  Please remember the crucial message from this report that if we see or hear anything of concern, we need to report it!  That way, we’ll all be helping to keep Frome safe!   • Tributes paid to Frome stalwart Martin Bax MBE

Frome has shared tributes to community arts pioneer and former mayor Martin Bax MBE, who died on 1st June aged 83. 

Martin was the founder, inaugural director and president of the Frome Festival. He also served as a town and district councillor, was mayor of Frome in 2003-04 and championed community arts, including music, theatre and photography. 

He was awarded an MBE by the Queen in 2006 for services to the Frome Festival and to the community in Frome. 

The Frome Festival team said they will continue to celebrate Martin’s legacy by delivering Frome’s community arts festival, now in its 25th year, with his vision at its core. 

The team said, “Everyone at Frome Festival sends their deepest love and sympathy to Martin’s family and everyone connected to his remarkable life. 

“In 2001, he delivered the first Frome Festival as a community regeneration project for Frome. His vision was to celebrate Frome’s arts scene and make Frome come alive with creative activities for all in as many different spaces as possible. 

“Martin’s passion for the arts, with particular interests in music, theatre and photography, combined with his relentless hard work, saw him deliver a remarkable legacy of special moments that are cherished by many to this day."

  • Bowls players complete 24-hour challenge in scorching heat

Bowls players in Frome were pushed to their limits recently in a 24-hour bowl-a-thon, raising vital funds for the air ambulance in scorching heat.

Members of Frome Selwood Bowling Club including Ladies Captain Kathy Kingman and club secretary Mike Bishop completed the challenge on 23rd and 24th May for the Dorset and Somerset Air Ambulance Charity.

They played 12 hours of bowls on both days, the equivalent of six full-length games in temperatures over 30 degrees, raising £1,500 for the charity, which provides life-saving pre-hospital critical care.

“Even though it was hot, we survived,” said Mike, who collapsed during the challenge.

  • Consultation opens on major change to Frome school system

Residents are being invited to have their say on whether Frome’s school system should change from a three-tier to a two-tier structure. 

Somerset Council has launched a formal consultation on proposals that could see 18 Frome schools move from the current first, middle and upper school model to a primary and secondary system.

Under the plans, the authority is suggesting two secondary schools for the area, 14 primary schools and additional provision for children with special educational needs and disabilities (SEND).

  • Carnival fun day returns this weekend

The popular Frome Carnival Family Fun Day and Dog Show is back this Saturday at Victoria Park.

The free event, on 6th June, will feature favourites including the dog show, Bonniest Baby competition, royalty selections, stalls from local groups and charities and refreshments.

Organisers, Frome Carnival, say, “We’ve got local stalls and plenty of refreshments. Bring the kids, bring the dog and let’s make it a day to remember.”

The event will run from 12pm to 5pm. The carnival team are asking people to donate cakes and bakes, as well as soft toys and teddies for the event.

  • Kate Bush flashmob takes over town centre

More than 50 people dressed as Kate Bush filled Frome town centre on Saturday as a large-scale flashmob brought Catherine Hill to life.

Dressed in dark wigs and grey outfits inspired by the ‘Running Up That Hill’ music video, participants gathered for a performance aimed at boosting social connection across the town.

The event was launched by town crier Martin Scott, who opened proceedings with a call for people to be “more kinder, more joyful, less distant, more odd.” 

The group then proceeded up Catherine Hill before performing a routine to Running Up That Hill, with music played across the street.

They later continued dancing at St John’s Church before gathering at Boyle Cross for a town-wide drone photograph.

  • Town welcomes new mayor

Frome has a new mayor for the year ahead, as Cllr Mark Dorrington takes on the role.

The appointment was made at the annual town meeting on Wednesday 27th May, with Cllr Fiona Barrows reappointed as leader of the council for another year.

Cllr Dorrington, who serves Market Ward, takes over the role from Cllr Anita Collier. This is his second term as mayor, after stepping into the role six years ago.

“Frome has always achieved great things when people come together and I’m looking forward to playing my part once again as mayor,” he said.

For his mayoral term, Cllr Dorrington will be focusing on opportunities for young people. He also said pride in the town is an important issue for him.

  • Local talent claims top two places in Britain’s Got Talent

Local people were part of both the winning and runner-up acts in this year’s Britain’s Got Talent final, with a local farmer helping a choir to victory and Frome residents part of a drone team that finished second in the ITV show.

The Hawkstone Farmers’ Choir, which includes Rode farmer Andy Fussell, were crowned winners of the long-running talent show, while drone light show company Celestial, whose team includes Frome residents, finished as runners-up. 

The choir is made up of 34 farmers from across the country and was formed by broadcaster Jeremy Clarkson. Their final performance featured the original song This is Home, written as a tribute to rural life and the pressures faced by those working in agriculture.

  • New gates boost access to community woodland

Volunteers have installed accessible gates at Spring Gardens, making it easier for people to access the new community woodland.

Frome’s Missing Links volunteers have adapted the existing kissing gates by the rail crossing in Spring Gardens to make it possible to get through with bikes, scooters and buggies.

Frome’s Missing Links chair Rich Ackroyd said, “It’s going to be a great way to visit the new community woodland. Families can get on their bikes at Welshmill and pedal safely through Whatcombe Fields up to the poplar woods, where the tarmac ends. It’s then a short push up the slope and a few steps to the rail crossing where the adapted gates make it possible to push bikes through. And then you’re right there at the woodland.”
