Plans for 70 homes at Little Keyford Lane refused again

PLANS for 70 new houses at Little Keyford Lane have been refused for a second time, with district councillors stating that would accept “no less than the best” for the site. 

Wainhomes put forward plans to build homes between Little Keyford Lane and the B3092 The Mount in Frome, not far from the Marston Trading Estate. 

After plans were refused in October 2021, the developer published amended proposals, moving the access road and seeking to address councillors’ concerns about drainage, road safety and the loss of local hedgerows. 

But Mendip District Council’s planning board voted to turn down the plans again last week, claiming not all of these issues had been resolved and urging the developer to come up with something better. 

The site is one of three adjoining parcels of land allocated for housing within the council’s Local Plan Part II, which identifies additional sites to deliver the district’s housing needs up to 2029. 

The planning board granted permission in February to Barratt David Wilson Homes to build 249 homes on the other two parcels, which lie either side of the B3092 to the south of the Wainhomes site. 

Under the new plans, access will be onto the B3092 (north of the junction with Dragonfly Close), with pedestrian and cycle links being provided onto Little Keyford Lane and into the David Wilson Homes site. 

Cllr Steve Tanner, who sits on Frome Town Council, said he was “pretty disappointed” with the plans, citing the continued use of gas boilers to heat the new homes in light of government policy, which will be banned in new-build homes from 2025. 

He said, “Air source and ground source heat pumps are technically feasible for this site. 

“If it is technically possible, and helps to alleviate carbon, and is forward-looking technology, why isn’t it being proposed and insisted on? 

“We met with Barratt David Wilson Homes to discuss their future plans. They informed us they were told by your officers that they had to install air source heat pumps. Is that’s the case, why isn’t it the case here?” 

District councillor Shane Collins, whose Frome Keyford ward includes the site, said that the designs had not improved enough to warrant permission being granted this time around. 

He said, “This is a prominent, hilltop edge-of-town location on some of Frome’s best quality agricultural land. Frome is not ‘any town’, and ‘off the peg’ solutions will not be good enough here. 

“The application is far from being the best that can be achieved at this site. Very little other than vehicular access has changed. 

“The proposed design of the individual houses and the layout of the estate fails to respect the local context and doesn’t reflect local materials and styles. 

“We think Frome deserves better. We should accept no less than the best that can be achieved at this sensitive location.” 

District councillor Helen Kay (who represents the same ward) said the current plans did not do enough to preserve the hedgerows and the character of Little Keyford Lane. 

She said, “For years and years, we’ve had re-wilding by default, and some of the hedgerows along Little Keyford Lane are now 15 metres wide. There are trees growing in there. 

“This is a really important walking route out of Frome. A lot of people go down there, walking, cycling, running – it was especially busy during the lockdown.” 

Numerous councillors felt the plans were an improvement on the previous design but did not go far enough. 

District councillor Francis Hayden said, “I think we have to acknowledge that this is hugely better that what we’ve seen before. The main question before us now is: ‘is this good enough?’. 

“The biggest issue, it seems to me, is the issue with the hedgerow on Little Keyford Lane. They [Wainhomes] signed up to a master-plan and then didn’t stick to it.” 

District councillor Laura Waters added, “I don’t think this is good enough. It has come some way further and that’s great, but it’s not quite far enough. 

“The hedgerow going down Little Keyford Lane is full of wildlife. I think the developers are missing a trick here – really, that ought to be a community woodland that continues the buffer and can be used by the people in the estate.” 

District councillor Matt Martin said that more needed to be done to ensure children living within the site could safely walk to Christ Church First School, located just up the road. 

He said, “Children need to be able to walk to school. It’s no good people in their 4x4s getting to school and then saying ‘oh, the traffic’s appalling’.” 

After more than an hour’s debate, the board voted to refuse the plans by a margin of seven votes to six. 

Cllr Damon Hooton, who chaired the meeting, said he expected Wainhomes to come back “fairly soon” with new plans for the site. 

Frome Town Council has said that it will now set up a further meeting with the applicants and various interested parties, including district councillors, to try and agree an ‘acceptable way’ forward.

  • New town clerk appointed at Frome Town Council

Frome Town Council has appointed Peter Wheelhouse as its new town clerk, the council’s most senior staff role.

Peter, formerly the council’s deputy town clerk and economic regeneration manager, has been appointed following Paul Wynne’s retirement after 18 years.

Chair and Leader of Frome Town Council Cllr Fiona Barrows said, “We ran a comprehensive and robust process to ensure we identified the strongest possible candidate for this hugely important role for us as a council and as a town. We received applications from a strong and diverse field, including candidates both within and outside the sector and several who were willing to relocate to Frome: clearly our national reputation served us well.

  • Local man jailed for large‑scale money laundering and drug supply 

A local man has been sentenced to 12 years’ imprisonment for heading up a large-scale organised crime group, money laundering and Class A drug supply.

Charlie Savage, 27, formerly of Standerwick appeared at Swindon Crown Court on Thursday 26th March. During the indictment period, he was responsible for the distribution of over 188 kilograms of cocaine.

Detective Constable Jared Yalden, from Wiltshire Police’s Serious and Organised Crime Unit, said, “Savage was operating at a level above what we would expect for someone of his age, however with this youth came a degree of naivety.

“Unfortunately for him and his criminal associates, moving cocaine and cannabis in such significant quantities required detailed record keeping to stay on top of the accounts. This meant we were able to access Savage’s records when he was arrested and as a result of his diligence, have to date arrested over 30 of his customers, couriers, money launderers, and suppliers for their involvement in the operation. The majority have been released on bail whilst the complex nature of the investigation is assessed by the Crown Prosecution Service.”

  • Jazz show celebrates Tony Bennett and Lady Gaga

A new jazz theatre production celebrating Tony Bennett and Lady Gaga is coming to Frome this month.

The show will take place at the Frome Memorial Theatre on Saturday 18th April, blending live jazz performance with theatrical storytelling, following a sold-out performance in Berkshire.

It revisits classic songs made famous through Tony Bennett and Lady Gaga’s acclaimed collaborations, which introduced a new generation of listeners to the emotional power of the Great American Songbook.

The show holds particular significance, as the tour marks what would have been Tony Bennett’s 100th birthday, offering audiences a heartfelt tribute to one of the most influential vocalists in music history.

Vocalists Andrew Bourn and Hannah White said, “Following our sold-out show, we are thrilled to bring this celebration to Frome and share it with audiences who appreciate jazz, theatre, and classic songwriting.”

  • Community DIY shop opens in Frome

A new community DIY shop is opening in Frome next week, helping people save money on building and DIY materials while preventing good-quality supplies from going to waste.

Fromebase, created by local non-profit Edventure, will sell new and unused surplus DIY and building materials, often at prices up to 60% lower than the recommended retail price.

Items in the shop include paint, timber, tiles, fixings, screws and other useful supplies. New stock will be regularly arriving and local people can find a range of rotating treasures to take home.

Co-Director of Edventure, Sam Evans, said, “Construction waste is one of the largest sources of waste in the UK, and Fromebase helps keep new and useful materials in circulation instead of being thrown away.

  • Heraldry talk at Christ Church

A talk on the design and display of armorial bearings will take place at Christ Church.

The talk will be delivered by Stephen Slater, former chair of the City of Bath Heraldry Society and current fellow of the Heraldry Society of England.

It will cover all aspects of heraldry, the discipline relating to the design, display, study and transmission of armorial bearings, and will explore heraldic styles in the UK and across Europe.

Organisers say, “The talk will be informal and traditional. Expect slides rather than AI-generated PowerPoints. Bring your questions and your curiosity.”

The event will run on Saturday 11th April from 10.30am. The talk will start at 11am. There is no charge, but donations are welcome to support a major fundraising drive to provide an accessible entrance to the main west-facing doors.

  • Criminal damage setback at community space

Members of a community space on Vicarage Street say they are ‘disheartened’ by recent criminal damage at the centre.

The police were called to an incident of criminal damage at The Bennett Centre on Vicarage Street at around 11.30pm on Sunday 22nd March.

Windows and paving slabs at the centre were damaged, and two girls, believed to be in their mid-teens and wearing dark jackets and blue jeans, were reportedly seen in the area at the time of the incident.

The Bennett Centre is a popular community space in the heart of Frome. It is currently undergoing a renovation to add much-needed disabled access to the yard and cloister.

  • Frome flea market and craft fair back this weekend

The popular Frome Flea Market & Craft Fair returns this weekend for its sixth year.

Situated at West Woodlands Showground just outside Frome, the event was established in 2021 by Peter and Claire Townsend and is held six times a year on the second Sunday of each month from April to October (excluding September) with the first event of 2026 this Sunday, 12th April.

Regularly welcoming over 250 stalls, the event continues to grow in size and popularity and also boasts a classic/supercar display and live music.  This weekend will see the return of the resident due ‘The Sitting Tenants’ and also local singer Kelly Dale.

“There’s a lively mix of stalls both inside and out offering everything from antiques, vintage and retro items to handmade crafts, art and local produce,” said Claire. “There’s a great atmosphere and it’s much more than just a Flea Market & Craft Fair.
