Saxonvale approved again

A major Somerset regeneration scheme has been narrowly approved for a second time – despite the imminent threat of legal action.

Mendip District Council has been working with the Acorn Property Group to regenerate the Saxonvale brownfield site in Frome town centre, through a mixture of housing, commercial uses and public open space.

The council’s planning board voted to approve outline plans for the scheme in late-January, subject to legal agreements being signed – and work to clear the site using a grant from Homes England began in early-August.

The board has now given its backing to the scheme for a second time in light of new planning policies being approved – and in spite of the alternative Mayday Saxonvale bid team threatening the council with a judicial review.

Here’s everything you need to know:

 What is planned at the Saxonvale site?

The Saxonvale site lies on the River Frome to the east of the town’s Marks and Spencer store, and includes a large number of disused industrial buildings.

Up to 300 homes will be delivered on the site, of which 24 per cent (72 properties) will be affordable following negotiations with Acorn.

Up to 45,000 sq ft of commercial space will be set aside, housing purpose-built retail units, independent cafes and restaurants, and a co-working area.

The ‘western warehouse’ within the current site is expected to become an arts and heritage venue, with the council planning a bid to the government’s levelling up fund to assist with the delivery.

Wasn’t permission for this already granted in January?

 Yes – but it’s a little more complicated than that.

The board did vote in January (by 11 votes to three) to approve the plans – but this was subject to legal agreements between the developer, the district council and the county council being agreed.

Until these agreements (known as a Section 106 agreement) are signed, the board’s decision to grant permission is not legally binding – which restricts how much work can be carried out on-site.

Since the original decision, the council’s Local Plan has been officially approved by the Planning Inspectorate – meaning new policies are now in force to which the new development must comply.

Specifically, the new Local Plan identifies the Saxonvale site for “mixed-use development (i.e. housing and employment, not just the latter), with a minimum of 250 dwellings being delivered there.

Additionally, the council has been served with a letter from the Mayday Saxonvale group warning that it could push for a judicial review against the Acorn scheme.

What would the judicial review concern?

Mayday Saxonvale has served the council with a “pre-action protocol letter” – which essentially lays out the grounds on which a possible judicial review may be requested.

It should be stressed that a formal request for a judicial review cannot be submitted to the High Court until permission has been granted – in other words, once the necessary legal agreements are in place.

While the letter itself has not been made public, director Damon Moore laid out the reasons behind pushing for the review in a press release issued before the planning board met on Wednesday evening (September 15th).

Mr Moore said the council’s officers had “misrepresented” key planning policies at the January meeting, arguing that the Acorn scheme was “clearly in breach” of policies regarding both affordable housing levels and employment land allocation.

He added, “This plan fundamentally fails to deliver the town centre employment space that Frome desperately needs.”

This letter coincides with a planning application for Mayday Saxonvale’s alternative vision for the site – including a lido and a new site for St. John’s School – being submitted for public consultation.

Fellow director Paul Oster said, “We are appealing to members of the planning board to give the Mayday Saxonvale scheme a fair hearing.

“We do not believe that such a critical development should be imposed on Frome, if there is a realistic, viable alternative that safeguards the social and economic priorities of our town.”

What did the board say this time around?

 The council’s planning board met in Shepton Mallet on Wednesday evening (September 15th) to discuss the Saxonvale proposals afresh.

Councillor Michael Dunk – whose Frome Market ward includes the site – said the proposed scheme did not deliver enough employment space to meet the needs of the town.

He said, “We desperately need commercial space in Frome town centre. We’ve built housing on most of the other available sites in Frome.

“What we need is town centre space – not space put on the edge of town because we haven’t put enough in the town centre.

“What Acorn is offering is a high-density residential development with some commercial space tacked on.”

Councillor John Clarke (who represents the same ward) added, “There are massive objections to this proposed development – 200 objectors has to be a factor in our deliberations.

“There are no other brownfield sites for development – this is the last opportunity to provide commercial space in Frome town centre.

“This is about the regeneration of the town in terms of employment, in terms of people living there not having to travel, to reduce car journeys – to live and work where they please.

“This site can offer that opportunity – and I don’t think it will offer that opportunity to the same extent if we go with the Acorn proposal.”

Despite these concerns, the plans were narrowly approved for a second time, by a margin of seven votes to six.

What happens next?

 The existing work to clear the site – such as removing unwanted greenery and disconnecting utilities – can continue, with the £3.95M grant provided by Homes England needing to be spent in its entirety by December 31st.

The district council say the Section 106 agreement would shortly be signed – which would allow for more detailed proposals on the new homes and the demolition of unwanted building within the site to come forward.

A spokesman said, “All parties are close to agreeing the Section 106 terms. Once this is agreed, there is no requirement for the application to go back to the planning board.”

Detailed plans for the demolition of several buildings within the site and the phasing of the construction have been submitted to the council – with decisions on these matters expected to come back before the planning board in the coming months.

Acorn released a statement following the meeting, welcoming the re-approval of the scheme and promising rapid progress on the development site.

A spokesman said, “We will now focus on finalising the first reserved matters application for the mixed-use development, which will be submitted this winter, and we will prepare to re-engage and consult with local residents and the business community.

“It is important that we create a new sense of place as early as possible; therefore the first phase will prioritise the public open space, park facilities, footpaths and footbridge to connect with Rodden Meadow.”

  • Frome marks International Women’s Day

Frome celebrated International Women’s Day last week with theatre, discussion, tea, cake, cycling - and a 32-foot American school bus named Susie. On Saturday 7th March, town councillors gathered at the Saturday market for their monthly ‘meet the councillor’ session. This month, they were accompanied by performer and influencer Lu Featherstone, aka ‘Lu in Luland’ and members of the councils’ White Ribbon group, talking about the positive role of male allyship and encouraging market-goers to take the White Ribbon pledge to ‘never use, excuse or remain silent about violence against women and girls.’
On Sunday 8 March, Frome Community Bike Project hosted a friendly drop-in session for women starting or returning to cycling at their base at Station Approach with tea, cake, advice and low-cost bikes and equipment on offer.

  • Anger at Packsaddle Fields path closure 

Residents gathered at Packsaddle Fields in protest ahead of the removal of public access across the site, with fencing expected to be installed this week.

Campaigners including residents, MP Anna Sabine and Somerset councillors gathered at the fields on Sunday 8th March to meet and form a human chain along part of the permissive path that will be closed.

They say the plan for Somerset Council to install fences follows legal pressure from housing association LiveWest after its plans to build homes on the site were refused. They accused the developer of ‘bullying’ tactics.

The site, on the northern edge of Frome, has been owned by Somerset Council since 1973. The public had been able to use a permissive path across the land, which was allowed at the council’s discretion rather than being a formal public right of way.

In March 2022 the council agreed to dispose of the land and later signed an Option Agreement with LiveWest in July that year.

An option agreement gives a developer the right to buy land within a set period if certain conditions are met, usually including securing planning permission.

  • A pair of ‘Ace players’ at Frome Bridge Club

For the first time in history, Frome Bridge Club is celebrating its first pair of Ace-graded players.

Club Chair Ray Nicholson and Committee member David Clayton reached the English Bridge Union rank of Ace within a fortnight of each other in January, placing them among the top 10 bridge players in Somerset.

First to the post was David, when a Monday night Club Pairs score of 76.3% lifted his National Grading Scheme (NGS) rank over the Ace of Clubs threshold of 61%. Two Mondays later, it was Ray’s turn.

Both learnt to play bridge in their youth before taking a long break and resuming later in life. David joined the club after moving to Frome in 2023, and his rise to Ace-grade playing has been swift.

  • Rotary’s big quiz raises over £1,000

A big quiz raised over £1,000 for Frome Town Rotary to help the club continue supporting local causes and charities.

Held recently at Oakfield Academy, the quiz saw 22 teams play 10 rounds of questions.

Frome Town Rotary member Lorraine said, “22 teams cheered, groaned and laughed their way through 10 rounds of questions, including a great music round. The winning team was NBG, with a score of 81 out of 100. The Corsley Heathens were a close second with 80 points.

“Congratulations to them and a big thank you to everyone who came along. Just over £1,000 was raised through ticket sales, a licensed bar and a raffle.

“There were a lot of positive comments made on the night, with people saying it was a ‘great evening’ and that they ‘really enjoyed it.’”

As we face a major biodiversity crisis, said by some to be so serious as to threaten our national security, every step – large or small – that we take as individuals to support wildlife is important.

This is the time of year when birds are busy setting up home, having traditionally paired up by Valentine’s Day. Do you have a bird box in your garden or local community space? If so, now is the time to give it a quick clean, so long as no-one has already moved in! If you have not yet got a nest box, this is a good time to buy one – or even make it yourself. The bird charity RSPB has instructions on its website, including advice on the size of box and shape of entry hole for different breeds. Alternatively, the Wild Bunch runs bird box building workshops from time to time – look out for forthcoming sessions on Facebook or email us (address at the end).

  • Frome chronic pain project links health and environment

A project empowering people to live well with chronic pain has been hailed a success.

Green and Healthy Frome partnered with Frome Medical Practice to introduce a Chronic Pain Initiative exploring holistic approaches to pain management.

Patients were invited to take part in structured medication reviews, explore alternative approaches to pain management and engage in the Ten Footsteps course – a supportive face-to-face programme designed to empower self-management and help people live well with persistent pain.

Pain Cafés also provided welcoming spaces for people to connect and share experiences, encouraging one another on their journey. The approach was not about reducing medication but about offering choice, support and the resources needed to live well with pain.

  • Frome Swimming Club makes waves at Somerset County Championships

Frome Swimming Club is celebrating an excellent series of performances following the conclusion of the 2026 Somerset County Championships. 

Over three intensive weekends of competition, the club’s swimmers secured a handful of medals, multiple finalist positions, and a flurry of personal best (PB) times.

Will earned two Gold and four Silver medals and Laura won two Bronze medals while beyond the podium, several swimmers qualified for championship finals, including Freddie, Erin, Lara, Danny and Alistair.

The championship was also a showcase of individual progress, with the following athletes recording new personal best times: Phoenix, Nathan, Jazz, Emily, Isaac, Bella, Ava, Charlie and Emma.

In the overall club team scores, Frome Swimming Club clinched 12th place among all competing Somerset teams.

  • 360 new homes and country park planned near Frome rugby club

Up to 360 new homes will be built near Frome’s rugby club if plans are approved in the coming months.

Land promoter Barwood Land entered into a promotion agreement in February 2021 surrounding around 85 acres (just over 34 hectares) of land on the northern edge of Frome, between Frome Rugby Football Club on Gypsy Lane and the B3090 Oldford Hill.

The company, based just outside Northampton, submitted initial proposals (known as a screening and scoping request) in February 2024 to deliver up to 420 new homes within the land, along with significant public open space.

A public consultation event was held at the rugby club in February 2025, by which time the intended number of properties had been reduced down to 330.

Barwood Land has now submitted formal plans for the site, revising the planned housing number upwards to 360 properties – with Somerset Council expected to make a final decision by the summer.

  • Festival favourites Dub Pistols and Laid Blak to stop off in Frome
