Saxonvale update: Still hope for alternative scheme as legal agreements are still not signed, by local democracy reporter Daniel Mumby

LEGAL agreements to redevelop the Saxonvale site in Frome have still not been signed – nearly one year after planning permission was first granted. 

Mendip District Council’s planning board voted in late-January 2021 to grant permission for the Acorn Property Group to redevelop the brownfield site in Frome town centre, delivering 300 new homes along with employment units, arts and leisure facilities and a new footpath over the River Frome. 

Permission was granted for a second time in September 2021, and work to clear the site (funded by a Homes England grant) has been under way since August. 

But the legal agreements between the developer, district and county councils remain unsigned – meaning the construction of the new buildings cannot begin. 

This in turn leaves the door open for the rival Mayday Saxonvale proposals, which are yet to be determined by the planning board. 

When a district council approves a planning application, it enters into a legal agreement (known as a Section 106 agreement) with the developer and county council to ensure that the development will be delivered as agreed, along with any financial contributions towards new schools, roads and other public amenities. 

While the Acorn plans have been approved twice by the planning board, the legal agreements remain unsigned, meaning the full-blown construction cannot commence. 

The council began clearing the site using a £3.935M grant from Homes England in August, of which £3.3M has currently been spent. 

However, this funding is tied to the site rather than to the Acorn application – meaning, in theory at least, that another proposal (such as the Mayday Saxonvale plans) could end up being implemented instead. 

A district council spokesman said, “The Section 106 agreement is a condition of the planning approval; consent cannot be issued by the planning authority until it is agreed. 

“With an application as complex as this, where there are multiple parties who need to be in consensus,  it is not unusual for the process to be quite lengthy. 

“The Homes England grant funding cannot be used for works specific to an individual scheme. It must be used to facilitate a clean site for any future housing development.” 

The Homes England grant originally had to be spent in its entirety by December 31, 2021 – but the deadline has now been extended to March 31, 2022. 

So far, the funding has been used to survey wildlife in the River Frome corridor, disconnect existing utilities within the site, treat Japanese knotweed, clear vegetation and removed contaminated materials – including asbestos, a ruptured septic tank and stockpiles from previous demolitions within the site. 

Mayday Saxonvale has reiterated that it would take the council to a judicial review if the Acorn legal agreements were approved, stating that there was “still an opportunity for the council to change course”. 

A spokesman for Mayday Saxonvale said, “Should consent be granted, the Acorn scheme will be open and vulnerable to a judicial review challenge. 

“The wide-ranging grounds for challenge would include the council’s planning department consistently misrepresenting their own policies on employment space to align with Acorn’s proposed plan – the same plan in which the council expects to generate significant profit. 

“Our application has now received supportive comments from the Frome Chamber of Commerce, Frome Civic Society, and Frome Town Council. These consultees have previously rejected the Acorn plan on three separate occasions during the planning application process. 

“Frome’s community has spoken and made its position crystal clear. We urge the council to listen to its constituents, whom they serve. With our development partner, Stories, we have the funding and delivery expertise ready to make this a reality. 

“It is not too late to change course and engage with Mayday Saxonvale to deliver the scheme together that meets the council’s own local plan for employment in Frome. 

“We believe Saxonvale must be developed. However, it must be developed right, and not just ‘to get it done’. The development of this major brownfield employment site, which represents at least 25 per cent of our town centre, will set the future direction of Frome for generations to come.” 

Mayday Saxonvale’s plan was expected to be determined by planning officers by January 24. 

This deadline has now been extended – though the council has not specified how much more time will pass before it comes before the planning board. 

A council spokesman said, “We can confirm that planning applications submitted in relation to the Saxonvale site in Frome will determined by the council in its role as local planning authority, in accordance with the requirements of the Town and Country Planning Act 1990.”

  • New kitchen showroom opens in former Shoe Zone premises

A brand-new German kitchen showroom has opened in Frome town centre in the former Shoe Zone premises which had been empty for ten years.

Kutchenhaus Frome – a 1,100 sq. ft showroom showcasing the latest in German kitchen innovation and forward-thinking appliances – has been opened by Frome residents Rob Cash and Becky Haynes.

Rob is well-known locally as a volunteer Scout leader, and both he and Becky are actively involved in supporting community life in Frome.

Kutchenhaus Frome will feature four kitchen displays, one bathroom area and two consultation desks. Appliances from NEFF, Bora, AEG, Bosch, Quooker, Blanco and Caple will all be on display.

This will be Rob’s third Kutchenhaus showroom, following the success of Kutchenhaus Bristol (opened 2017) and Kutchenhaus Bath (opened 2020), bringing a fresh and complementary offer to Frome.

  • Town council votes temporary increase chair’s allowance

Councillors at Frome Town Council have voted to give the Chair Cllr Fiona Barrows a temporary rise in her monthly allowance for the next six months due to increased workload.

The £3,750 increase means Cllr Barrows will receive an additional £625 per month, which will come from general reserves, until April 2026. Councillors unanimously agreed to the rise at the full council meeting on Wednesday 29th October.

Allowance

Until May this year, no Frome town councillor had received extra income for the leader role. When Cllr Barrows became Chair of the Council, a £15,000 allowance was introduced for this year. It was introduced to cover lost earnings, as the role is estimated to require 2.5 days of work per week.

With the temporary increase, Cllr Barrows’ total allowance as Chair for the year will rise to around £18,750, reflecting the extra duties she is taking on.

  • Frome’s Remembrance commemorations this weekend

Frome will mark the 80th anniversary of the end of World War II with special commemorative events this weekend, including a festival of remembrance, war grave walks, archive film screenings and a 1940s cinema night.

Events will start on Friday 7th November with a ‘Frome Festival of Remembrance’ at the Memorial Theatre, which will include original video interviews with past Frome veterans and music led by children, Frome Musical Theatre Company and Frome Town Band.

The evening will finish with a Drumhead Ceremony and Act of Remembrance with standards of the Royal British Legion, Royal Naval Association and Royal Air Force Association.

On Saturday 8th November, there will be three war grave walks starting at the Memorial Theatre at 9.45am. A reading of the Roll of Honour of the fallen of World War Two will take place at the Memorial at 11am. At 2pm in the Assembly Rooms, the premiere of a series of Frome amateur archive films taken between 1939 and 1945 will be shown.

In the evening at 7pm at the Memorial Theatre, formerly known as the Grand Cinema, there will be a film showing of the epic 1942 Noël Coward film In Which We Serve. Tickets cost £5 and 1940s costume is encouraged.

The weekend will then end with the town’s annual Remembrance Parade on Sunday 9th November at 10.55am at Frome Memorial Theatre.

  • Classical rising star to perform at Rook Lane Chapel

A top classical musician is due to perform at Rook Lane Chapel as part of the next Frome Concerts Group autumn shows.

Kasparas Mikuzis, a Lithuanian pianist, has been selected as a ‘Rising Star Under 30’ by ClassicFM. He is set to perform on Sunday 9th November at 3pm and will last around one hour.

Chair of Frome Concerts Group, Mary Gatliffe, said, “We are thrilled that Kasparas is coming to Frome. He has played prestigious venues such as the Wigmore Hall in London and the Royal Concertgebouw in Amsterdam but now he’s here in Frome.

  • Council plans to close path through Packsaddle Fields

A pathway through Packsaddle Fields is planned to be closed by Somerset Council to support a developer in obtaining planning permission, a move heavily criticised by local campaign group People for Packsaddle.

The site, on Frome’s northern edge, has been owned by the council since 1973. The public has been able to use a permissive path across the land, which is allowed at the council’s discretion and is not a legal right of way.

Somerset County Council decided to dispose of the land in March 2022, with an Option Agreement signed with developer LiveWest in July 2022. The developer submitted plans for 74 homes and a specialist home for children with disabilities in 2024, which were refused by the planning committee in January 2025. An appeal was dismissed in September, and the developer has indicated it will launch a legal challenge.

  • Frome woman makes major step toward England para-surfing team

A Frome woman with a physical disability has taken a step closer to representing the England para-surfing team after achieving a top international qualification, following two heart attacks last year.

Kay Millar, a full-time wheelchair user living with limb paralysis and arm weakness, travelled to Spain to complete her ISA international surfing classification, a year earlier than expected, thanks to sponsorship from Frome Rotary.

The trip allowed her to observe elite competition, connect with coaches, and map out her future training plan. She is now being supported by Team England coaches.

“Surfing has become more than a sport for me; it’s a lifeline,” said Kay. “For someone with a busy brain and a harsh inner critic, the waves are the only place I feel calm, capable and completely in the moment.”

Kay has long faced barriers to accessing sport and has faced multiple health setbacks over the last two years.

  • Resident campaigns to restrict children’s smartphone use

A Frome resident is campaigning for parents to be more aware of the dangers of smartphones and social media use among children as part of a UK-wide movement.

Cordelia Fellowes, an independent youth mentor, is an ambassador of the Smartphone Free Childhood movement, which is a nationwide parent-led campaign which advocates delaying children’s smartphone access until 14 and social media access until 16.

Parents are encouraged to sign the ‘Parent Pact’ and join others in their area in pledging to delay their children’s device use. The pact has 158,300 signatures nationwide.

“97% of 12-year-olds own a smartphone now,” said Cordelia. “The main goal of this campaign is to put pressure on tech companies to improve parental restrictions on phones because most children can get around them. We also want to put pressure on governments to ban phones in schools.”

When my late husband, John, and I were raising our two sons, we encouraged them to be independent, listen to others but form their own opinions, and stand on their own two feet. To be caring, considerate, work hard and to do right by their friends.

As they grew to marry and have children, those values became even more important. Every decision they make, they make with their wives and children in mind, so they can all grow together, creating resilience within the family. I’m pleased to say I’m very proud of my two sons, to see them living those values every day.

I believe the same principles apply to being a good councillor. A good councillor listens to others and does what he/she thinks is right by their ‘family’, which, for us, is the residents of Frome, who elect us to represent them.

  • Frome care home residents team up with youth group for DIY project

A care home in Frome has teamed up with a local children’s charity to join a nationwide campaign for International Repair Day.

Residents at Rossetti House on Welshmill Lane have been rolling up their sleeves and getting stuck into some hands-on DIY all in the name of sharing skills with the next generation.

As part of Care UK’s ‘Fixer Uppers’ programme, residents have been teaming up with children from local schools and charities to revive traditional repair skills, such as fixing furniture, mending clothes, and tackling small maintenance jobs. The initiative, launched in the run-up to International Repair Day, aims to celebrate the invaluable knowledge older generations can pass on while promoting sustainability.

At Rossetti House, residents teamed up with children from Purple Elephant to build their very own compost bin out of wooden pallets in the home’s garden.
